First time homebuyers may now be able to get grant money from the government if they qualify. Grants are available for people who are purchasing their first home between January 1 and December 1 of 2009. The grant can be as high as $8000. This is great news for people trying to buy their first home in the midst of an economic downturn.

What people might not know is that you really don’t have to be a first time homebuyer in order to qualify for the grant. According to the government, you cannot have owned a home in the three years prior to purchasing a new home. Technically you could have owned a home in the past, just not recently. The only limitation is that if you have not owned a home but your spouse has, you will not be able to apply for this program if you are purchasing the home together. If you are not married, but buying a home together, the person who is the first time buyer can apply for the grant. This rule might also apply to parents who are buying a home with their child.

How much money can a homeowner expect to get from the government if they qualify for the First Time Buyer Stimulus Program? Generally you can expect to receive 10% off the purchase price up to $8000. This can be credited towards your income taxes or if you have overpaid your taxes, you might get a tax refund. Grant will support the Parent Advocates of School Health (PASH) Program
North Carolina Parent Teacher Association (NCPTA) has received a $65,130.00 grant from the Blue Cross and Blue Shield of North Carolina (BCBSNC) Foundation to support parent advocacy for school heath and develop a manual for parent engagement for school health issues.

One third of North Carolina adolescents are overweight or obese, impacting both health and academic outcomes.  NCPTA will pilot a parent advocacy program in Anson County, NC to mobilize parents to advocate for policy and environment change in the areas of physical activity and nutrition. The ultimate goal of this program is to increase the number of students that consume the recommended daily servings of fruits and vegetables and are physically active at least 60 minutes daily.

“While childhood obesity must be addressed in all community settings, schools have a unique opportunity to access most children in a community, and parent advocates can make a huge impact on a school administrations’ adoption of policy and environmental change strategies,” said Debra Horton, NCPTA Executive Director.

“We applaud the efforts of NCPTA and value this opportunity to continue to align our foundation with organizations, programs and people committed to improving the health and well-being of North Carolinians,” said Kathy Higgins, president of the Blue Cross and Blue Shield of North Carolina Foundation.

The NCPTA is the largest statewide volunteer organization working exclusively for children and youth. The organization serves as an advocacy group for children, working to influence policy makers on issues affecting education, health and welfare of youth.  NCPTA has 200,000 members across the state representing child advocates, school staff, and parents from all levels of economics, race and ethnicity.

Statewide, the BCBSNC Foundation invested more than $726,000 in grants to 32 organizations as part of this most recent grant cycle. The BCBSNC Foundation focuses on three key areas: improving the health outcomes of vulnerable populations served by safety-net organizations, promoting healthy and physically active communities, and increasing the effectiveness of nonprofit organizations in the state.

The United States Government’s Small Business Administration (SBA) is where the free government grants originate from. Since fifty percent of the labor force comes from the twenty five million small businesses in the United States and that contributes more than half contributes to more than half of the country’s gross domestic product (GDP), there isn’t much question why the government is interested in the quandary of the small businessman.

The free government grants come with free counseling, training, and technical assistance. This initial First Home Owner Grant (FHOG) boost was issued by the federal government in October 2008 that doubled the grant from $7,000 to $14,000. As of Oct. 1, 2009, contracts executed by the end of the year – Dec. 31, 2009 – allow for an extra $3,500 toward existing homes and an extra $7,000 applied to building or buying a new home.

A First Home Buyer is in the box seat with the Federal Government’s increase in the first home owners grant from $7000 to $14,000 (for a first home buyer purchasing an existing dwelling ) and to $21,000 (for a first home buyer buying a newly constructed property.)

In its November 2008 mini budget, the NSW State Government provided another “kicker” by making a further $3000 available as a grant to a first home buyer purchasing a newly constructed first home or unit. Originally this NSW grant for a first home buyer was for $7000 but it now totals $10,000. The only qualification seems to be that the grant is means tested and will not apply where the cost of the first home buyer purchase exceed $750,000. Research indicates that only around 4% of the first home buyer market is in a position to purchase a property with a purchase price in excess of $750,000. At the end of the day it seems reasonable that the taxpayer should not necessarily be supporting a first home buyer who is sufficiently well off that he or she can afford to buy in the high end of the real estate market.

In addition to these grants a first home buyer in NSW is now exempt from stamp duty on their purchase provided the first home buyer is purchasing for less than $500,000. This is a significant saving of up to $17,990 (calculated on a first home buyer maximum purchase of $500,000).
Combining this maximum State Government stamp duty exemption with the other Federal and State Governement grants a first home buyer who buys property worth $500,000 can receive as much as $41,990 to the cost of purchasing a new home.
The $3000 increase for a NSW first home buyer is effective from Tuesday November 11th and will run for one year, after which it will be reassessed in the context of the property market. The first home buyer grant increase should assist around 3000 first home buyers into new properties. It is hoped that this increase will stimulate “first home buyer construction”. The first home buyer market which to a large extent drives new construction in NSW has declined recently because of global credit crisis fears and the escalating interest rates they were predicted as recently as Ausgust. Without positive steps to revive the construction industry it is likely that unemployment in this sector will escalate. To avoid this scenario and the greater liklihood of a recession, both the Federal and State governments have endeavoured to support the industry by increasing the grants to the first home buyer.
In NSW the supply and demand of residential housing is out of kilter with the real estate institute suggesting that the demand for dwellings (including first home buyer demand) exceeds the number of homes being built or coming on to the market as other property owners upgrade to larger or more expensive homes. Suggestions are that net migration figures for NSW require an additional 20,000 homes with the demand now exceeding supply by over 20,000 more homes per year than are currently available. For this reason first home buyer house prices have not fallen drammatically and for many a first home buyer it has been too expensive (especially when costs are brought into the equation) to but in Sydney metropolitan area. With interest rates falling and the additional grants perhaps the first home buyer will be back in the market.
